Job Description:

The position will act as the Technical Lead for an established development team that is currently adding additional staffing in support of the project. The Technical Lead will provide oversight, direction and guidance/consultation to the project development team throughout the entire project lifecycle through final acceptance of all deliverables. Will work with the project manager to ensure all aspects of project management disciplines and ensure compliance with agency specific and Commonwealth project management and project governance policies, procedures, standards and guidelines. Review and validate project deliverables to ensure information accuracy, thoroughness, completeness and compliance. Ensures project has a valid project plan that maintains scope, tasks, schedules, estimates, and status, and that information is accurately disseminated to IT management. Directs corrective actions in any area in which performance falls below objectives. Monitor the progress of the project and provide quick and accurate responses to Agency leadership as to status, issues and risks of the project. Serve as liaison between Agency leadership and VITA in cooperation with the project manager. Assist in the preparation of reports and materials for regularly scheduled project reviews with Agency leadership, VITA, and the project oversight committee.

This position will be hybrid, with a firm requirement to work on site a minimum of three days per week.

Required 10 Years Proven experience as a technical lead or similar role leading development teams through full project lifecycle on large-scale projects
Required 10 Years Extensive knowledge of Azure Cloud Services like Azure AppServices, Azure Functions, AzureDevOps, Azure Storage, Azure Kubernetes Service, and Azure A
Required 10 Years Proficient in one or more programming languages (e.g., C#, .NET, Python, JavaScript)
Required 10 Years Solid understanding of RESTful APIs, microservice architecture, and serverless computing
Required 10 Years Familiarity with monitoring and logging tools like Azure Monitor and Application Insights
Required 10 Years Experience with SQL and NoSQL databases in Azure (e.g., Azure SQL, Cosmos DB).
Required 10 Years Understanding of secure coding practices, role-based access control (RBAC), and compliance frameworks like GDPR or ISO
Required 10 Years Strong grasp of Agile/Scrum practices, ceremonies, and iterative development
Required 10 Years Ability to work closely with Product Owners, Scrum Masters and stakeholders
Required 10 Years Experience guiding junior developers, promoting best practices, and maintaining code quality
Required 10 Years Ability to translate technical concepts for non-technical stakeholders
Required 10 Years Ability to clearly communicate across distributed teams
Required 10 Years Skill with problem-solving and architectural decision-making
Required 10 Years Bachelor’s or master’s degree in computer science, Engineering, or related field strongly desired.
Highly desired 10 Years Microsoft certification as DevOps Engineer Expert highly desired
Highly desired 10 Years Scrum certifications such as SAFe highly desirable.
